Une validation ajoute une condition que personne n'a arbitrée. Un process transforme une décision en séquence d'autorisations. Un dashboard rend visible B — donc l'organisation optimise B. Un OKR pousse une trajectoire contraire à l'intention initiale. Une lecture juridique prudente devient le cadre réel de l'action. Un comité reformule la décision pour la rendre acceptable. Une filiale interprète selon ses propres contraintes. Un risque théorique devient une interdiction pratique. Un reporting ralentit jusqu'à rendre l'opportunité caduque. Une règle interne, produite pour sécuriser, finit par gouverner.

La plupart du temps, personne n'a bloqué la décision. Le passage s'est simplement durci.
